Features of admission for international citizens
State-funded education
The following categories of international citizens can apply for state-funded education:
Under intergovernmental agreements:
- Citizens of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Tajikistan.
- Citizens of the Republic of Armenia, the Republic of Uzbekistan, the Republic of Moldova, Turkmenistan and Georgia permanently residing in the territory of the Russian Federation (if they have a valid residence permit in the Russian Federation).
Within the quota of the Government of the Russian Federation:
International citizens and stateless persons who have received a referral from the Ministry of Science and Higher Education of the Russian Federation (within the established quota of the Government of the Russian Federation). As a compatriot:
International citizens and stateless persons who have confirmed the status of a compatriot living abroad.
Who is recognized as a compatriot abroad?
Compatriots — are persons who were born in the same state, live or have lived in it and have signs of common language, history, cultural heritage, traditions and customs, as well as descendants of these persons in a direct descending line.
According to the legislation of the Russian Federation, compatriots abroad include:
- Citizens of the Russian Federation permanently residing outside the territory of the Russian Federation.
- Persons (and their descendants) who were citizens of the USSR, who live in the states that were part of the USSR, and who acquired citizenship of these states or became stateless.
- Natives (emigrants) from the Russian state, the Russian Republic, the RSFSR, the USSR and the Russian Federation who had the appropriate citizenship and became citizens of a foreign state or received a residence permit (or became stateless).
- Descendants of persons belonging to the above-mentioned groups, with the exception of descendants of persons of titular nations of foreign States.
Paid education (under contract)
Admission to study at the expense of individuals and (or) legal entities in accordance with contracts for the provision of paid educational services (for a fee).

- Through public postal service providers (by mail with an attachment list).

Medical care and check-in at the student dormitory:
Voluntary Medical Insurance policy:
Every foreign student is required to have a voluntary medical insurance (VMI) policy from an insurance company accredited by the Central Bank of the Russian Federation. The policy must be valid from the first day of stay on the territory of the Russian Federation and provide for the provision of primary health and specialized medical care.

Mandatory Medical Iinsurance policy:
If you have an RVPO (temporary residence permit for educational purposes), RVP (temporary residence permit), or residence permit, you can apply for a Mandatory Medical Insurance (MMI) policy for free, instead of buying a VMI policy.
SEMD (086-U) medical certificate - (Structured Electronic Medical Document - electronic medical certificate for admission to universities, colleges and technical schools).
The provision of this medical certificate is a mandatory in order to check-in at the university dormitory.
